This was the clip I was looking for on Univision. It's an interview done by Univision with Chavez when he became president for the first time. He lied about his ambitions and what he would do as president.

1. He'd give up power after 5 years.
2. Would not nationalize another communications channel
3. Would not nationalize the oil industry in Venezuela, and in fact invites international development.
4. And the last bit he says he can't sit in Caracas and condemn the other governments of the world.
